UN urges money to fight poverty, not for arms

UNITED NATIONS - The UN Security Council on Wednesday urged all countries to devote as much money as possible to fighting poverty and limit military spending to the lowest level to ensure security.
The statement was read at the end of a day-long open meeting organized by Costa Rica, which holds the council’s rotating presidency this month. It said the council ‘remains convinced of the necessity to strengthen international peace and security through ... disarmament, non-proliferation and arms control.’
Costa Rica’s President Oscar Arias Sanchez, who won the Nobel Peace Prize in 1987, said Article 26 of the UN Charter calls for the council to formulate plans to promote international peace and security ‘with the least diversion for armaments.’
But until now, he said, Article 26 has been ‘a dead letter in the vast cemetery of intentions for world peace.’
‘The least diversion of resources’ means, first and foremost, finding alternatives to excessive military spending that do not damage security,’ said Arias, whose country does not have a standing army.
He called for strengthening international security so nations don’t continue to arm themselves at the expense of the economic and social development of their people.
‘We seek to eradicate extreme poverty and hunger, yet armed conflicts are the largest single cause of world hunger, and a major cause of food emergencies,’ Arias told the council.
‘With the money that some developing nations spend on a single combat plane, they could buy 200,000 MIT Media Lab computers for students with limited resources,’ he said. ‘With the money they spend on a single helicopter, they could give a year’s worth of $100 monthly grants to 5,000 students at risk of dropping out of school.’

Suspected US missile strikes deep inside Pakistan

ISLAMABAD, Pakistan - The US military apparently struck at Islamic militants outside Pakistan’s lawless tribal belt for the first time Wednesday, firing a missile that killed six suspected insurgents taking refuge away from the conflict zone along the Afghan border.
The government denounced Wednesday’s attack as yet another ‘grave provocation’ amid a series of US military operations in the country that have enflamed widespread anger among ordinary Pakistanis.
The harsh words were a sharp contrast to comments Tuesday by US and NATO officials who reported increased cooperation from Pakistan in the fight against militant groups. Tens of thousands of US and NATO troops are stationed in neighboring Afghanistan.
‘It looks like the Americans are not listening, but this is such a great provocation that it will bring a strong response from the government of Pakistan that will dissuade them,’ presidential spokesman Farhatullah Babar said of the latest missile strike.
He declined to say what the response would be.
The government, which relies heavily on US financial aid, has not gone beyond criticizing raids. Some experts question whether the leadership secretly condones the attacks while speaking out publicly against them, but the government denies that.
Although many militants have died in the US strikes, Pakistani leaders have repeatedly called for a halt, saying the raids also often kill civilians and undercut public support for their own war against the extremists.
The United States has staged some 20 missile strikes and at least one commando assault inside Pakistan since August, a barrage seen as a sign of Washington’s frustration with the inability of its nuclear-armed ally to curb militants blamed for rising attacks in Afghanistan.
All the previous attacks had come in North and South Waziristan, semiautonomous tribal areas bordering Afghanistan. But Wednesday’s attack blew up a house in Indi Khel, a village in the Bannu district about 30 miles (50 kilometers) from the Afghan border and beyond the tribal region.
The identities of those killed were still being investigated, but a senior military officer said ‘the Americans are very confident’ an Al Qaeda member identified as Abdullah Azam Al Saudi was among the victims. He did not elaborate.
Earlier, two Pakistani intelligence officials said their agents reported that militants from Central Asia were believed to be among the six dead.
All the officials spoke on condition of anonymity because they were not authorized to release the information.
Villagers denied any militants were among the dead, but they declined to discuss the identity of the victims. ‘Go!’ one man shouted at a cameraman who pressed for details while shooting footage obtained by AP Television News.
Adnan Khan Wazir, a Bannu lawmaker, also insisted that only civilians died.
While Bannu is inland from the frontier tribal areas, it is still a dangerous place, and it falls under the control of the regional government _ making the attack especially sensitive.
A large Islamist political party threatened to block two major Pakistani roads used to truck supplies to US and NATO troops in Afghanistan unless the cross-border attacks stop.
‘If these missiles attacks continue, then we will ask the people to create hurdles in the way of supplies for NATO,’ said Qazi Hussain Ahmed, chief of Jamaat-e-Islami, which has shown it can mobilize thousands of supporters at short notice.
The US rarely confirms or denies involvement in strikes inside Pakistan, which are believed to be carried out mainly by unmanned CIA drones flown from across the border in Afghanistan.
Pakistani President Asif Ali Zardari has little leverage to force the US to stop the attacks, analysts say. Pakistan receives millions in US military and development aid each year and is about to receive an emergency loan from the International Monetary Fund to bolster the economy.
Some analysts have speculated the government has a secret agreement with Washington that allows the attacks on condition that US officials do not admit to them. Zardari and other Pakistani officials strongly deny that.

Asian markets slide as economic gloom deepens

TOKYO: Asian stocks tumbled Thursday as global economic gloom deepened following a plunge in Japanese exports and a warning from the Federal Reserve that the United States could be in recession next year.Fears of an implosion of the US car industry continued to weigh heavily on investors' minds as the "Big Three" begged for government aid to survive the worst financial crisis since the Great Depression in the 1930s.Japanese exports dropped at the fastest pace in almost seven years, pushing Asia's largest economy deeper into recession as the global economic slump curbs international trade flows.Dealers' screens around Asia were flashing red. Stocks dropped 4.3 percent in Tokyo, 5.1 percent in Hong Kong and 4.9 percent in Seoul in early trade. Overnight on Wall Street the Dow Jones Industrial Average sank 5.07 percent, hitting the lowest level since March 2003."Investors tend to react nervously to negative data signalling recession," said Kazuhiro Takahashi at Daiwa Securities SMBC. "There is also caution regarding a possible bailout of the Big Three. It has not taken a concrete shape yet and there are fears that the negotiations may fail."

Skin Care and Diet

There is a direct relationship between what we eat and what we look. The better we feed our body, the better it is reflected by skin. So by eating well, we can keep our skin in a good condition for a longer period, thus preventing not only the wrinkles but also many skin problems. Nowadays, it is well mentioned that eating "the right diet" can prevent premature wrinkling and even delay them from appearing at the right time, but it is far less documented that a balanced diet can prevent or at least reduce the symptoms of many skin diseases like eczema/ dermatitis. But the question here is which diet is really good for skin and hairs. The answer is quite simple; the diet which is good for our whole body, because a healthy body is more likely to get healthy skin and hairs. However, there are some foods that are particularly good for skin.

Skin Remedies

The history of home remedies is as old as that of mankind. People from the beginning have been facing different health problems and trying to over come them by applying natural products found around them. This is the outcome of extensive and protracted efforts of our ancestors that we can find effective remedies for almost every ailment. It was with the expansion of scientific loom that our traditional therapies kept ignored during last few centuries. However, severe side effects and high costs of these scientific medications are making them less popular in many day to day ailments and once again people are turning their face towards time-honored home remedies. Infact, these natural treatments remained popular throughout China, Far East, and other Asian countries even during these boom of Alopathic medicines and are gaining popularity in United States, Australia and Europe as well.

Party Make Up

It's party time, ladies. So play with all that glitz, glamour and sparkle you have been craving for and give in to opulence and the fairy-like shimmer dreams. Here are some tips and ticks to use, next time you do makeup for the party:
Light base, foundation and cover assists you in highlighting your lips and eyes and also keeps you fresh all through the sweaty dance numbers.
For a good base, wash you face with warm water and massage it with a tinted oil-free moisturizer mixed with illuminating products such as highlighters or shimmer dust available in the market. Let it set by brushing loose powder lightly on it.
Skin illuminators are great at hiding skin imperfections and dark circles and give you a radiant glow.
Smokey eyes are great for evening parties and make you look sexy and sensual at the same time.
For Christmas parties, choose sparkling red outfit or the right shade of red lipstick that makes you look hot and sophisticated at the same time.
For more informal parties, you may use subtle play of colors; daytime makeup looks and may add a little eye shimmer or minty green as an accent. Omit the luminous makeup and may try a blend of pale pink and green shades.
Remember, your personality and confidence matters more than you looks, so try the makeup only if you are comfortable with it.
Rubbing ice on your skin for 5 to 10 minutes before applying makeup helps your makeup to last longer.
Golden, bronze and silver liners add festive touches to your makeup instantly.
For office parties, sheer use of blush can make you look dressy and yet polished.
Pearly brown, gray and pink lip colors look classy and subtle at the same time.

The pro-active operation from the Navy warship INS Tabar comes a week after it saved two merchant vessels from sea pirates in the Gulf of Aden near the Horn of Africa.
